Why European organisations look for an alternative
The European objection to the American suites is not that they are bad. It is that the regions are chosen by the vendor, the vendor is subject to US law wherever the data sits, and the contractual assurances (the EU Data Boundary, data processing addenda, standard contractual clauses) are promises about a situation the customer does not control. A growing list of European public bodies and regulated companies has decided that is not enough, and the German federal and state administrations built openDesk for that reason. Data in the EU or UK
GDPR or UK GDPR applies directly; no international transfer to document, no adequacy decision to rely on. A data processing agreement (Auftragsverarbeitungsvertrag) is available on request.
Open source and open protocols
AGPL server, DOCX and ODF documents, WebDAV, CalDAV, CardDAV and IMAP. Leaving is the same tooling as arriving, which is what sovereignty means in practice.
